Notice of Utility Tariff Filing
The
REGULATORY COMMISSION OF ALASKA (Commission) gives notice that on August 21,
2014, Matanuska Electric Association, Inc. (MEA), an electric utility, filed
tariff revision TA445-18, seeking Commission approval to introduce a Multi-Year
Sales Agreement for the Furnishing of Ultra Low Sulfur Diesel #2 (ULSD #2) for
MEA’s Eklutna Generation Station (EGS) between MEA and CPD Alaska, LLC
(Agreement). The proposed effective date is October 6, 2014.
The
proposed Agreement is to supply ULSD #2 fuel for the ten generating engines at
EGS. The Agreement provides for the initial fueling of EGS for testing and
commissioning and MEA’s ULSD #2 fuel demand for eighteen months. The Agreement
may be renewed for up to two one-year terms. It provides that CPD Alaska, LLC
will deliver all of MEA’s requirements for ULSD #2 during the term of the
Agreement and in the unlikely event of a gas fuel supply interruption, MEA may
call upon CPD Alaska, LLC to deliver sufficient ULSD #2, at the same regular
fuel price, to run the EGS at sufficient capacity to meet MEA’s full electrical
energy load. In addition to requesting approval of the Agreement, MEA requests
permission to recover costs associated with purchases under the Agreement
through a cost element in MEA’s future Fuel and Purchased Power Cost Rate
Adjustment calculation.
In
conjunction with TA445-18, MEA filed a petition for confidential treatment of
certain price information in its agreement for the purchase and delivery of ULSD
#2. Interested persons may file a response to the petition for confidential
treatment with the Commission by 5:00 p.m., September 4, 2014.
