The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve ConocoPhillips’ application for Air Quality Control Minor Permit AQ0267MSS07 for the Kuparuk River Unit. ADEC intends to incorporate the minor permit into the Title V operating permit as an administrative revision after EPA’s 45-day review, per 18 AAC 50.542(e).

Emissions: Potential emissions will increase by 19.7 tpy for NO_X, 2.7 tpy for CO, 0.0 tpy for SO₂, 0.4 tpy for VOC and 0.1 tpy for PM-10.

ADEC Preliminary Review: Based on review of the applications ADEC drafted a preliminary permit decision for the project under AS 46.14 and 18 AAC 50.

ADEC will issue a final decision to issue or deny the permit after the close of the public comment period. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists.
