Notice of Public Hearing and Public Comment Period - Alaska Housing Finance Corporation

NOTICE OF PROPOSED CHANGES IN THE

                  REGULATIONS OF ALASKA HOUSING FINANCE CORPORATION

 

The Alaska Housing Finance Corporation proposes amendments to its procurement regulations.

The Alaska Housing Finance Corporation (AHFC) proposes to adopt regulation changes in Title 15 Chapter 150 of the Alaska Administrative Code, dealing with Procurement Regulations, including the following:

  • describe the methods for publishing a notice of an invitation to bid (15 AAC 150.320(d));
  • allow for posting in electronic media for competitive solicitations and notice of award requirements (15 AAC 150.320(r));
  • allow for subject matter experts to be on an evaluation committee (15 AAC 150.330(f));
  • • outline general design-build requirements (15 AAC 150.330(n));
  • repeal the small procurement regulation (15 AAC 150.340);
  • • outline the requirements for informal procurements (15 AAC 150.341);
  • describe how a party may protest contract awards and other procurement actions by AHFC ( 15 AAC 150.380(d)); and
  • make general housekeeping and conforming changes.

 

You may comment on the proposed regulation changes, including the potential costs to private persons of complying with the proposed changes, by submitting written comments to AHFC, attention Kim Coy at PO Box 101020, Anchorage, AK  99510.  Additionally, AHFC will accept comments by facsimile at 907-338-1698 and by electronic mail at kcoy@ahfc.us or submittals@ahfc.us.  The comments must be received no later than 4 p.m. on September 22, 2014.

After the public comment period ends, AHFC will either adopt the proposed regulation changes or other provisions dealing with the same subject, without further notice, or decide to take no action.  The language of the final regulations may be different from that of the proposed regulations.  You should comment during the time allowed if your interests could be affected.
