Notice of Utility Petition
The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that the local exchange affiliates of Alaska Communications Systems (ACS of Alaska, LLC, ACS of Anchorage, LLC, ACS of Fairbanks, LLC, and ACS of the Northland, LLC, which each do business as Alaska Communications Systems, Alaska Communications, ACS Local Service, and ACS) (collectively “ACS LECs”) filed a request to waive regulations that require the ACS LECs to maintain a tariff and submit tariff filings to the Commission in competitive study areas that have no dominate carrier. Docket U-14-088 was opened to address this matter.
The ACS LECs request that the waiver apply to filings currently submitted under 3 AAC 53.243, which applies to rate changes, new and repackaged service, and bundled offerings submitted in competitive markets that have no dominate carrier. Under the ACS LECs’ proposal, other filings would continue to be submitted under established tariff procedures, including public notice and Commission review. The ACS LECs recommend that Commission condition approval of the waiver on the requirement that companies be required to publish information on their websites explaining their rates, service offerings, and general terms of use.
The ACS LECs also request that the Commission consolidate this proceeding with Docket U-14-086, the docket opened to address the request of GCI Communication Corp. d/b/a General Communication Inc. and GCI to rescind quarterly filing requirements imposed by Commission order. The Commission may approve or deny the ACS LECs’ request, in whole or in part, impose conditions on approval, or take other actions to protect the public interest.
