Notice of application for renewal of an Oil Discharge Prevention and Contingency Plan for Petro Marine Services Kodiak Bulk Plant oil terminal facility

An application for renewal of an Oil Discharge Prevention and Contingency Plan, under Alaska Statute 46.04.03 and in accordance with 18 AAC 75, has been received by the Department of Environmental Conservation.  The details are as follow:

Proposed Activity: The preparation of an Oil Discharge Prevention and Contingency Plan, supported by adequate resources, which demonstrates the applicant's ability to plan to contain, control and clean up an oil discharge from the Petro Marine Services Kodiak Bulk Plant oil terminal facility.  This facility has a capacity of 47,560 barrels; its petroleum products stored are gasoline, jet fuel, avgas, lube oil, and diesel (No.1, No. 2, and ultra low).  This Petro Marine Services facility consists of one terminal, located along the eastern shore of Kodiak Island, within the boundaries of the City of Kodiak

 

Location: The terminal is located at 104 Marine Way in Kodiak, Alaska. 

 

Potential Results: A potential risk exists of oil spills entering the lands or waters of the state as a result of this operation.

Requests for additional information must be received by July 24, 2014.  Comments will be accepted until 5:00 pm ADT on July 29, 2014.  It is the responsibility of the commenter to verify that email submissions are received by the applicable deadline.  The comment period may be extended in accordance with 18 AAC 75.455(d) and (e). 

                      

Copies of the application and plan are available for public review at the department's office in Anchorage located at 555 Cordova Street.

 

The Department will hold a public hearing on the plan application if it determines that good cause exists.  Residents in the affected area or the governing body of an affected municipality may request a public hearing by writing to the Department of Environmental Conservation, at the above address prior to July 24, 2014.  The State of Alaska, Department of Environmental Conservation complies with Title II of the Americans with Disabilities Act of 1990.
