Conservation (ADEC) has made a preliminary decision to approve Exxon Mobil
Corporation’s (ExxonMobil’s) application for Air Quality Control Construction
Permit AQ1201CPT03 to revise the project scope for the Point Thomson Production
Facility.

Emissions: Total emissions for the project are 295 tpy
for NOX, 26 tpy for PM-2.5, 26 tpy for PM-10, 44 tpy for VOC, 32 tpy
for SO2, 122 tpy for CO and 249,760 tpy CO2e.
ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit
decision for this project under
AS 46.14 and 18 AAC 50.

Opportunity for Public
Participation:
ADEC specifically invites the public to comment regarding a
computer modeling technique used by ExxonMobil
to estimate their one-hour nitrogen dioxide (NO2) air quality
impacts. The U.S. Environmental Protection Agency lists approved methods in
their Guideline on Air Quality Models (Guideline). ExxonMobil used the non-Guideline Ozone Limiting Method to refine their
estimated one-hour NO2 impacts. ADEC invites the public to comment
regarding the use of this method.
Notice is also given
that any interested person may present written statements relevant to the draft
documents within 30 days after the first publication date. ADEC will consider
all comments received and make any changes ADEC finds beneficial or necessary
to assure compliance with 18 AAC 50 or State Law. ADEC will issue a final
decision to issue or deny the permit after the close of the public comment
period. Any person may request a public hearing and that hearing will be held
if ADEC finds that good cause exists.
