ADEC proposes to renew Operating Permit No. AQ0106TVP03 to
the Beluga River Power Plant, under Alaska Statutes 46.14 and regulation 18 AAC
50.

Activity: The
stationary source generates power with six natural gas turbine generators and
contains a waste heat recovery unit (steam unit), a solid waste incinerator, a
natural gas backup generator, several gas heaters, and diesel engines.
Application: November 22, 2013.
Emissions: The annual emissions of regulated air pollutants will
not exceed: 157 tons PM, 5,829 tons NOx, 69 tons of SO2, 1,499 tons of
CO, and 57 tons VOCs.
ADEC Preliminary Review: Based on review of the application, ADEC
drafted a preliminary permit decision for the stationary source.

Participation: Notice is also given that any interested person may present
written statements relevant to the draft documents by
the close of the public comment period. ADEC will include written
comments in the record if received by close of the comment period. ADEC will
consider all comments received and make any changes ADEC finds beneficial or
necessary to assure compliance with 18 AAC 50 or State Law. Any person may
request a public hearing and that hearing will be held if ADEC finds that good
cause exists. ADEC will issue a final decision to issue or deny the permit
after the close of the public comment period. ADEC complies with Title II of
